'Just in Tokyo' is an eBook that is donationware (7-10$ USD is all the author asks) The book can help any would-be traveler around Tokyo and keep them on budget. The author says that most of the material is about adjusting to Japan and the Japanese way of life and less on where to eat. But if your looking at going, it may be worth the read. I'm downloading it now to check it out.
